The joke in the name is that the cars are minecarts. The reality is a server where you can "use 48 custom weapons from shotguns to snipers, and custom vehicles from cars to tanks, and even planes," own "your own big penthouse apartment," and get chased through a city that isn't Los Santos but rhymes with it. Grand Theft Minecart has been the GTA server in Minecraft since its 2014 trailer, and its listing calls it "the most played Grand Theft Auto server in Minecraft."
The city
The map is custom, and it has districts with names: MineSantos, Sanktburg, New Mineport. You spawn with nothing, pick up a gun, and choose a side. Cops chase criminals, criminals rob stores and run drugs, gangs claim turf, and everyone wants a better apartment. Vehicles are the thing you're always saving for, because a plane changes what the map is for.

Apartments, penthouses and businesses that generate money while you're offline, if nobody robs them.
Still running, still updating
GTM has outlived a dozen GTA-in-Minecraft imitators, and the MOTD our pinger caught shows why: it supports clients from 1.19.4 through the current release and advertises its own version number like a game, "26.2.0" at last check. The wiki documents weapons, vehicles, jobs and the map. It is Java only, and it is one world, which is why a rivalry started in 2019 can still be going.
