When servers move to a new version

Big networks usually let the new version in on release day, because they run ViaVersion, which translates between client versions; its public builds have followed each release by about three days. Paper, the server software most servers run, publishes test builds on release day and stable ones three to six weeks later, so smaller servers often wait for those and for their plugins to update. Your client can join a server on an older version only if that server runs ViaVersion.
